Registration for the Congress is being managed by Congrex UK. You can register for the Congress Online from September 2010.

How to Become a Delegate

* All payments in Euros.  IFLA members who would like to pay in USD can do so via bank transfer only. Every month there will be a set rate in USD (due to currency fluctuations). If you wish to pay in USD, please contact the registration department for the bank details and the amount payable for the current month.

The deadline for registration at the standard rate is 25 July 2011.

The WLIC registration fees, exhibition fees and sponsorship charges are set in Euros and are payable in Euros. Tax is not applicable on the fees listed above.

All IFLA members, regardless of category, will be entitled to register at the member rates published. If you are not an IFLA Personal Affiliate or Institutional Member, but are a member of your national association which is a membership of IFLA, please contact your national association or IFLA Headquarters for the correct membership number. This number should be entered on the registration form.

All forms and/or payments received after 6 May 2011 will automatically be charged the registration fees applying after that date.

Accompanying Person

An “accompanying person” is a participant that is accompanying a regular delegate, speaker or a student delegate. Other participant types can not have an accompanying person. Accompanying persons have access to the conference venue and receive the benefits as detailed above. However, other than the opening ceremony, accompanying guests may not attend any other official Congress sessions.

Payment of Registration Fees

Advance payment can be made in Euros by any of the following ways:

1. American Express Card, VISA and MasterCard holders may use their credit cards for charging all costs. The cardholders name, card number, expiry date of the card, signature and CVC code* should be filled in on the online registration form.

*CVC Code is the last 3 digits on the signature strip on the reverse of the card for VISA or MasterCard or the 4 digits on the front of the card on the right above the card number for American Express Card.

Should you decide to pay for your registration using a credit card please note that for your security, we do not accept your credit card details on hardcopy forms, by post, email, fax or phone. You will receive a link, by email, which will direct you to the official secure payment gateway (DIBS). You should expect to receive an email from ifla2011reg@congrex.com which will detail your account overview and include the secure link for payment.

Online forms

To meet with the Payment Card Industry Data Security Standards (PCI DSS) and to further enhance the security of your credit card transaction when making your online registration  you will be directed to a secure payment gateway hosted solution via DIBS (payment gateway).DIBS logo

Account Balances

If you have an outstanding balance you will receive a request for payment, via email from which will detail your account overview and include the secure link to our payment suppliers (DIBS).  This payment request will be sent from ifla2011reg@congrex.com. Please ensure that your email address is entered clearly as all correspondence will be by email. To update your contact details please email ifla2011reg@congrex.com


2. Bankers’ cheque forwarded together with the registration form to Congrex UK Ltd. The Bankers’ cheque should be purchased at your bank and made out in Euros to Congrex UK Ltd / IFLA Congress 2011 Ltd. Please include your name and registration fee details with your bankers’ cheque. Personal cheques and company cheques are also acceptable as long as they are drawn against a Euro bank account.

Please ensure that you include your name and registration fee details with your bank transfer. Congrex UK, the Congress Secretariat, will not be responsible for identifying funds transferred directly into the account when the participant name is not mentioned. All bank charges or bank fees associated with the transfer will not be accepted and must be met by the participant.

Please note all bank transfer payments must be received no later than 25 July 2011. If we have not received full payment for your registration fee and have not had any written communication from you in regards to your registration payment by the 25 July 2011 then your registration will be canceled and you will need to re-register onsite at the Congress at the on-site registration rate.

Confirmation and Joining Instructions

Congrex UK will send out confirmation of your registration within six weeks after receipt of your payment. If you have not received a confirmation letter six weeks after having made payment, please contact Congrex UK at ifla2011reg@congrex.com.

A final confirmation will be sent to you electronically approximately six weeks prior to the Congress. This will provide you with your unique registration number and registration details. This final confirmation letter must be presented upon arrival at the pre-registration desk, if the account has been settled. If there is a balance still due, you should take this letter to the “Accounts” desk.

In addition, joining instructions will be sent to all delegates electronically approximately six weeks prior to the Congress providing information to help you prepare for your visit to San Juan and attendance at IFLA WLIC 2011. Please ensure you submit your email address when registering.

Alterations and Amendments to Registrations

Alterations to your registration will not be accepted over the telephone. Please fax, post or email any amendments or alterations to the Congress Secretariat, email:

Registration Deadline

After 25 July 2011 pre-registration will close and all new registrations can only be done at the “New Registration” desk at the Puerto Rico Convention Centre in San Juan during the Congress. Note, on-site registration does not guarantee the availability of all Congress materials and access to all social events.

Cancellation and Refunds

Notification of registration cancellation and refund requests must be submitted on or before 6 May 2011 in writing to the Congress Secretariat, Congrex UK. The fee for registration cancellations received on or before 6 May 2011 is Euro 50.

For cancellations after 6 May 2011, no refunds will be given. Delegates who cannot attend may, under certain conditions, name a substitute to take their registration. Please contact the Congress Secretariat if this is applicable to you.

Disclaimer

In the event of “force majeur”, the IFLA World Library and Information Congress 2011 and/or its agents and/or Congrex UK Ltd have the right to immediately alter or cancel the Congress or any of the arrangements, timetables, plans or other items, relating directly or indirectly to the IFLA World Library and Information Congress 2011. The participants shall not be entitled to any compensation ofdamages that result from such alterationor cancellation. Furthermore, without the exception of any wilful damage or gross negligence committed by the IFLA World Library Congress 2011 and or its agents and/or Congrex UK Ltd shall at no time be liable for any direct or indirect damage suffered by the participants including consequential and immaterial damage caused by failure to comply with a provision of this registration and hotel booking form. Delegates are strongly advised to take out their own travel insurance and to extend their policy to cover personal possessions as the Congress does not cover individuals against cancellation of bookings or theft or damage of belongings.
